So I reported a bug in 1.30.6 about my Spanish One Faith Run where I cannot create any orders in Mexico region (even after waited for 110 years).Even after i build courthouse/town halls, they still wont make full cores in Mexico region. So long story short, If I released my colonial nations and declare war on it and took land, do I get overextension or would it be those 0% overextension lands??

You say if you take less than 5 provinces? I think they count for gov capacity as any other land.

The provinces that were colonised will be 0%, the ones that were nations will have the corresponding % to their developpment.

Mexico usually don't full core because it's always over it's governing capacity. If you conquer the natives to fast, mexico can fall in a loop of bankrupties that prevent him from even base coring the land you give him. He will stab up instead of coring and events of overextension will make him lose stab again and again. In one of my games, no matter the amount of money and military rebel represion I gave it took 200 years to core everything.

It depends on the province. A province which was originally settled by colonizing doesn't cause overextension, but the other provinces do cause overextension. To establish holy orders, you have to fully core all the provinces in a state. And if you core 5 provinces you will create a new colonial nation which makes you lose existing holy orders. But all provinces which you have started coring when a colonial nation forms, will automatically become a full core of that colonial nation and you will get the adm points back if the core is less than 10% finished. So you could conquer 5 states, core 5 coastal provinces and shortly before they finish, you start to core all the rest. Then the CN will most likely state the provinces and you can establish holy orders.
