Do habitats slow down research?

Since, was it 1.2/3, the penalty to research for having planets was pretty heavy. I also think it worked out that you needed at least a size 14 planet of full research to make up for the hit. I haven't got to habitats yet, but I would really like to play a taller race. The problem is that if the habitats also give the same penalty as planets, then the habitat is simply not worth it, until all you have left is repeatable tech and then your empire will simply die to numbers of incrementally better ships as the ai out produces and researches you.

I know habitats aren't supposed to make up for planets or a wide play, but the penalty should be reduced if not removed to balance them a bit. I am also disappointed by their lack of shipyard, but that is another whole problem.

TLDR; Do habitats have the same penalty as planets on research cost and if yes, why, just, why?!
