Do frontier clinics/hospitals add to habitability?

OK first post on Stellaris forum, and no it's not about Obamacare, but do frontier clinics/ hospitals actually add to habitability?
Yes they add food, but how do I find if they increase habitability by 5% and 10%?
When I get the gas, on the planet summary in will change from 80% to 85% so that's working but adding the clinics make no change or is it working in the background ?

Unless something have changed recently then they do indeed increase habitability. The habitability is added to the growth rate of your pops, 80 habitability make your pops grow 20% slower. You can check this by moving your mouse over a growing pop.

While we're at it, what are the specific effects of habitability? I had heard it represented a cap on happiness, but the pop growth aspect is new to me. Anything else worth mentioning?
