Thats the way it is today (every 5 year now for most of representatives, use to be 7 for president) but we're talking about the 3rd republic in 1936, where the Ministers change very often depending of the running coalition (many small groups in the chambers, making impossible to do anything but keep a statu quo most of the time)
just as an example, between the 01 jan 1936 and the armistice in jun 1940, there was 10 different "Ministre de l'Interieur"

It might also be giving us an idea how hard it is going to be for us to get things done playing France. If your changing ministers every few months its going to be very hard to direct research and production

Yes, however, you have the ability to make them research ad produce whatever you want. I believe to best simulate this problem Paradox will give each leader ability points in each catagory; one minister might have a 10 in land warfare, while the next might have a 1. You can still go along your chosen path but at a higher cost.

I think that you right but will the cost be time or money/resources? Time would be more costly I would think.
