I'm playing a game with Spain and I noticed none of my colonial nations colonise. So I checked the game code and saw that indeed none of their ideas or idea groups give them colonists. And yet they still have an NI that gives them settler growth increase. Is this intended? Do they get a colonist somehow later?

They're meant to, but they're bugged in 1.8. They're meant to take Expansion ideas, but countries without ports do not take Expansion ideas. When a CN forms in 1.8 it does not immediately have its provinces, instead it forms and then the provinces are assigned to it. If it forms late in the game when they should've taken Expansion, the game sees them with no provinces and thus boots Expansion to the back of the queue, and only then assigns it the provinces. It's a known bug, so hopefully fixed in 1.9.

In my game as France only 1 of 5 colonial nations in the Americas did not colonize. Only French Canada did not.

The rest could maintain a single colony and they developed much slower than those I was directly managing due to inherent penalties applied to CNs in this regard. But as soon as one colony completed they would establish a new one.

North America looked very good in all blue at the end of the game!

Ah, the nerf to russia hits CN's..... no wonder my first CN's were good but my others took way too long.
CN's should have an colonist in their NI imo. But last ni or in their ambition.
dose that do the same for exploration, and both naval ideas as well?

CNs get ridiculously nerfed colonization rates. Their global settler rate is a quarter that of an independent nation. It ought to be the other way around- the more colonial nations you have, the slower colonization gets so you have to delegate to the CNs- might help against stupid things like Portuguese Siberia.

Perhaps it makes sense for a small CN to colonize slowly. In the sense that they are establishing themselves, focusing on internal development first. Or perhaps it's meant to model the control the parent nation has over to the new CN. But for a larger colonial nation, their colonization rate should be robust certainly. To mirror what the Americans or Brazil did in expanding.

It would be interesting to know Pdx's thinking for why CNs have much lower settler rates.

At least they're not as conservative once they get the colonist. It was an annoyance playing the 1-month subsidy game to get them to do it. Now they start quickly once they get the colonist, and I've even seen them downsize their unnecessarily large army to be able to afford it.
