Do all fleets in a single task force have to operate in the same assigned sea zones?

Let's say I am playing as Germany and I have a U-boats task forces that consists of 2 level one submarine fleets and 6 level two submarine fleets. I want my higher level submarine to convoy raid in the Atlantic sea while the rest operate in the near-by North sea. But it seems that all fleets under the same task forces can only operate in the same assigned sea zones. Is that not possible to do so apart from setting up two task forces? Thank you!

That is correct. If you want your fleets to split up in a specific way then you have to use diffrent task forces. You can on the other hand combine diffrent fleets that are in the same areas in a single task force, so your Atlantic raiding subs can join with any surface ships also raiding there.

Small note: you have your fleets and task forces reversed. Hierarchically, task forces are under fleets: a fleet is composed of task forces, and a task force is composed of ships.

Other than that you've got it all figured out. Sea regions are assigned at the fleet level, so all task forces within a particular fleet can only operate in those assigned sea regions. If you want them to operate in different sea regions, you need to put them into another fleet assigned to those different sea regions.
