Do AI-controlled Government in Exile (GiE) ever run out of supply?

I'm playing as NAtionalist China (HOI3 FTM 3.05) and I sent the japanese government in exile on Iwo Jiwa.
It has been a few months and their navy is still sinking my convoys at an alarming rate. I tried loading the game as Japanese and the fleets show up as supplied from Iwo Jiwa, which has no supply at all.

If I remember correctly, their fleet show up as having 1 day of supply, but putting the speed to max they remain at full org.

do you mean does not have supplies, or does not require supplies?
