Not sure whether to post this in the tech forum, or here. In any case: back when I played almost obsessively, my kings were able to send councilfolk to research anywhere they wanted to. I've just restarted after several patches and DLCs, and find they can't send them further afield than a few of the counties they themselves directly administer. When I click to send (for example) my military adviser to research, all lands turn charcoal gray except few those counties my monarch (or duke) owns, which are green. He can't go to any, except the green ones.

This should be a relatively easy one to answer. Is this a change, or is my game buggy? Are you still able to send your monarch's advisers overseas to research?

Yes, this was changed recently.
I usually sent my councillor to a vassal county to speed up the constuction of a new holding. Sadly not possible anymore. Same thing applies to other councillor jobs.

Thanks for further confirmation. Perhaps Paradox felt the ability to pick and choose where to learn from was subject to abuse, though I though the breaks put on better educated provinces learning more was meant to stop that. In any case, that makes me feel better. Wondered if my tinkering with some personal mods hadn't accidentally spilled out of the mod folder and somehow screwed things up.

You still can put them in any province of your demesne and as far as i know, you still get a bonus on research in your capital, if one of your other counties is further advanced.
Some tech like legalism and siege only matters in your capital....if that wasn't changed and i just didnt recognise it.

I can see where that would be an issue. At a guess, it shouldn't work, since technically your overlord there is someone else (though you're their overlord in turn), but I've not got a game far enough along under the latest patch to test it out.

You can still put the spymaster in any province that is more advanced. Its only the military, stewardship, court chaplain advisors (which increase tech research speed) that are limited to your demense. I guess there were problems with the advisor's bonuses stacking (or not stacking).
