Hey, so i bought some DLCs on my Xbox One S and am about to buy a new computer. Will i own the DLCs i bought on the Xbox One S?

No, the console version of the game is different to the PC version. So if you want to play on your new computer, you would need the PC version, which you can get from for example Steam or the Paradox Store.
The Steam and console editions of the game are written by different studios, and sold from different stores - they are effectively separate games.
For PC :
If you want CS with mods, get the steam edition made by Colossal Order - available on Steam
if you want the CS version like yours but working on Windows 10 and made by Tantalus, get the Windows 10 edition from the Microsoft store
console editions are for consoles only
