It's considered that art of war is a good pick and also common sense as it gates development. Otherwise look at the features and see if it interests you.
There are arguably some which are considered better. Art of War, Common Sense, Rights of Man and Cossacks are probably the most important. Mare Nostrum, Res Publica and Third Rome have the least impact unless you play countries they specifically transform.
