We have proposed that a while ago.

As I have said, I am an advocate that Ukraine has a small tree of its own but I do not see it as an exile government but rather a small tree shared and proper for independent or nationalist movements in case they become puppets of others such as the Reichkomissariat or free themselves from their master.
