I was thinking that it would be nice if we could still have a lot of flavour even if we're not playing one of the traditional powers. What if I ended CK2 with a really strong Bavaria in southern Germany and with Austria completely conquered? It would be nice to have some kind of flavour for the country which replaced Austria as the major German hegemon. Likewise, what if Iberia ends up being permanently conquered by Al-Andalus? You'd be in the same position as Spain (better, actually), but without any of the cool flavour that Spain gets for being the traditional hegemon of the region. Even if we ignore CK2 conversions, it would still be nice to have DHEs for situations such as one where Prussia fails to form and a different country ends up being the dominant power in northern Germany.
