DLC purchuse doesn't show up on steam?

I just have steam to play EU4, so I don't know much about it.

I noticed that the Digital Extreme Edition DLC still is available for purchase, although I already bought it.
With the Songs of Yuletide DLC the 'purchase' button changed to 'play game'.

So why didn't this happen with the Digital Extreme Edition DLC?

If you actually add it to cart and then attempt to buy it, it will tell you that you already have the DLC. It got me the first time, too.
