I do realize similar suggestions might have been made but these are some things I would love to see in a federation DLC. This proposal will consist of two parts, the first being about laws and policies, the second about some mechanics.

As of now federations are lacking in diplomacy and they only work as a mega alliance. Let's change this by introducing federation laws. Let's make the federations more dynamic and differ from each other with different laws.

So here are some of my suggested laws (feel free to suggest more or explain why mine doesn't fit):

1. Presidential Authority
A) Low (Law changes can be started by any member and every member will have a chance to vote)
B) Medium (Law changes can only be started by the president but every member can still vote)
C) High (The president alone decide when and if a law will be changed)


2. Presidential Term Length
A) Every 5th year
B) Every 10th year
C) Every 20th year
D) Until death


3. Presidential Elections
A) Democratic (Every member votes for a candidate)
B) Succession (The current system where there is a succession line among the members)
C) Dictatorship (Presidential elections will be disabled and the term length will default to 2D. The president empire keeps the title even after ruler death)


4. Federation Tax (Percentage of a member's mineral and energy production paid directly to the president empire)
A) 0%
B) 5%
C) 10%


5. Empires joining/leaving
A) Free (Members will vote if empires will be let into the federation and every member is free to leave on their own)
B) Restricted (Same as option A but members are only allowed to leave by being voted out by the other members)
C) Regulated (President decides if empires will be let in and can kick any member state)


6. Federation Policy Influence (Might require high presidential authority or something)
A) Free (Every member is allowed to choose their policies freely)
B) Controlled (Every member is forced to have the same policies as the president)


With the freedom being taken away from the member states with a few of these laws I believe Federation Factions would be appropriate to introduce as well. Which gives the members a chance to show their discontent. For example, "Lower Presidential Authority", much like in CK2.

That concludes part 1 for now. Feel free to suggest more.

So now when we have some laws established let's see what more fun we could do.

I believe this has already been mentioned by other people but first of all we need a federation fleet that is under an own flag.
This fleet will be controlled by the president (alternatively some sort of grand admiral empire assigned by the president). The size of the fleet will be determined by the sizes of all members naval capacity as they will sacrifice 10% of their total capacity (including the president) to the federation's naval capacity.

The cost of the fleet will still be paid for by the president and this is where the tax law comes in. If members want a strong federation fleet they have to be willing to pay for it. It would also be great if you could build/disband military stations under the federation flag to further push your militarization/demilitarization agenda.

Unique casus belli for federations against other federations is something I would like to see as well.
Perhaps something based on the laws I proposed, like "Liberate" where the wargoal is to change target federation's rulership from a dictatorship to a democratic one.
Or a "Dissolve federation" in order to become THE federation in the galaxy.

I'm totaly agree with you. Federations offer a great potential wich is not exploited yet. Currently that's the way we choose when we are weak but it can be a new way for diplomatic annexation.

We can imagine a system based on authority points or influence points. When we reach a certain number of influence/authority points to a member, this member will be favourable to vote for an union. When each member will be ok, we can lunch an "Union" event and all members become a sector.

I'm thinking about a system of diplo-annexation just like the Holy Empire in Europa Universalis IV but more simple.

It would be interesting to play peacefully ( diplomatic way ) wich using this type of mecanisms.
