I have EU4 installed on steam along with 3 mods/dlc. One is the new American dream dlc. In the launcher I see them ticked yet when I go ingame to the settings it says they're inactive.

Sorry, are they mods or DLCs? It's quite common for mods to take some time to appear in the Active list, for some reason. DLCs however should be there straight away, and I don't know why they wouldn't be.

Same thing's happening with me; I have most of the available DLC installed, and it is ticked on the launcher but says it is inactive in the Content tab in game.
I also have my own mod, Orbis Antiquus, ticked in the launcher, and it has worked fine until I tried earlier today to publish it on the Steam Workshop. Since then it says it is active but the game acts as if it isn't there. This is also the point at which the DLC stopped working too.
I'm running 1.3.2 d2a0.

Forgot to mention the 'Browse' and 'Manage' buttons are now greyed out too, so I can't re-publish the mod, and it's not showing up on Steam either.
EDIT: never mind, I solved it. the buttons were greyed out because I was offline, and the mod just needed to be uploaded a couple of times for it to register.
