The very reason why they're putting straits is because they're unwilling to improve the naval AI. They're putting those nonsensical straits in all their games. And yes, you can bet England will suffer from this. Either England or France, depending on the RNG of the game you're playing, but I think it's generally going to be England.Unless they have significantly improved naval AI, this change is the death of AI England. All it takes is one French doom stack to slip over past a distracted blockade fleet and that's game over for them.
If the idea is to make England a 'player' in continental Europe, they've gone about it the wrong way.

There's a Flemish fleet clearly visible in the place the port in Antwerp currently is situated, and the port in Ghent is also intact.Actually, I think they redrew Antwerp to its proper size and placement, spanning from Ghent to Loon, and gave it to Brabant instead of Flanders, as it should be! Probably means it's part of the HRE now too!

I think he's pulling our leg by saying it isn't Scotland, maybe not in name but definitely regional. I'm hoping its something like the Cossack's revolt, or what happens post-reformation.

Actually, it makes more of a difference than you might think. When I did BBB it took me a few tries and at least one of those I got to something above 95 in time. More significantly, any split provinces in the British Isles that have lower development will give you more provinces per ADM/OE/AE/whatever.
I would recommend trying it for anyone who hasn't yet. It's a nice achievement that is not too easy despite playing a powerful major.
