Probably. That’s one of the more frequently discussed dlc ideas and I remember it being on the roadmap for things podcat would like to see in the future
Focus trees for the Scandinavians will either be part of the Soviet/eastern front DLC, or get a DLC of their own. I'm 100% certain of it.

I do not think it is coming as part of the next DLC. The expectations for the Soviet Union and Italy both getting reworked together is too high, and it would be too much work to achieve that plus Norway, Denmark, Sweden, and Finland.
Personally, I'd be happy just to get reworks of Poland, Italy, and the Soviet Union given that to satisfy everyone the Soviet Union will need to have a huge tree that is more or less like two trees in one(kind of like with Spain and its division into separate trees for the Republicans and Nationalists). The Soviets need to have a big tree covering a range of communist options like Trotsky and Bukharin, but at the same time, it seems a lot of people demand a monarchist option. Having a 'two trees in one' thing a-la spain could accomplish that, with the Soviet rework more or less counting as two countries.
The time for a Poland rework also seems ripe. Poland has a really interesting and difficult position, and we've already seen modders accomplish some really fun and compelling stuff with it(like with the Historical Poland mod). Now that we have a functioning government in exile system and an occupation and resistance system, it also seems that it is possible to design Poland so that it is a fun experience even after capitulating. The devs have already shown an ability to do this in the past with the Netherlands. Poland had a huge army in exile, over 200,000 strong IIRC.
Finland seems like it could be an option too, but many have argued that for it to be most fully realized it would have to come alongside Sweden. After digging a bit more into the history, I think this is probably true and that Finland should come alongside the other Scandinavian countries, which more or less means that it won't be coming with the Soviet rework unless they forgo redoing Italy alongside the Soviets. I don't think that would be a good option. It's high time Italy got a rework, even if the Soviets are a higher priority.

I think Finland should come with the Sovjet DLC as the Winter War is a theme of its own. I just do not get why the other? Not intending to offend anyone, but wasn't Denmark just steamrolled, no matter what? Sweden was neutral and if not for alternate history like Carolus Magnus reanimation like Greater Sweden I see not much land there. Norway had the very tragic role either to be occupied by the Germans OR the Allies - just who comes first. From my point of view this almost is like wanting to play Albania or Austria. I concur, that USSR, Italy and Finland - and maybe Poland - are to be reviewed first, not matter what.

Support for becoming an active belligerent against the soviets when Finland got invaded was fairly high among the populace in Sweden at the time, even if it didn't happen politically. There's room there for actually plausible alt-history doing Finland at the same time as the rest of the Nordics when the winter/continuation war gets a better implementation.
...Knowing Paradox though, there'll no doubt be an absolute bullshit monarchist tree in there too, though.

I don't think Scandinavia will come in 1.11, however I do think with the relative success of BftB, the devs might be looking to do Scandinavia in a country pack. I can't think of any mechanics beyond improving neutrality and trade, that would allow Scandinavia to get a dedicated DLC. I think when Scandinavia does get work it'll be Sweden, Norway, and Denmark. Finland is most likely coming in 1.11 along with Soviets and Poland.
A country pack sounds plausible, you are right. I did not think about that option. But I just cannot see it as "the next great thing" in a DLC. Still, my opinion stands: the four mentioned countries are - from my point of view - more important 'players'. Also, there are the other commonwealth nations like South Africa, Australia and Canada that actually entered the war actively. Are they important enough to flesh out their focus trees as well?

Most likely yes. But it's also possible that Finland AND Sweden will be part of the next DLC while Norway and Denmark will be part of a European minors pack with Ireland, Belgium and Switzerland.
When the DLC comes out for Sweden I am going to maximize gaming infrastructure in every state and conscript everyone old enough to operate a keyboard to work on HOI4.
