ok so sorry if this has been brought up already i couldn't find anything about ist. I have bought eu4 and the art of war dlc on steam and was wondering if i could now buy further dlc on the paradox website and then play the game with all the dlc, the ones from paradox directly as well as those from steam. I would be glad if you could clear this up for me, thanks a lot!

This game is only available via Steam, so yes any DLCs you buy from it are also Steam, regardless of where you buy them.
