DLC collection does not include all DLC

The DLC collection for Victoria 2, which can be found here:

http://store.steampowered.com/sub/29111/

does NOT include one of the DLCs, although a minor one.

This kills the purpose of it, so I dont think this is intentional.

I don't know why Paradox will not fix that with a new Gold collection. I don't even know if it's a Paradox thing. I can only conjecture that the new business model since moving to Steam is leaving V2 out in the cold. We really should all thank Wiz, podcat, et al, for the 3.04 patch.

Why not just add that DLC to your cart separately? It's the same price, so it'd essentially be the same, right? I mean, of course, they ought to include it, but still.
