First I apologize if my post is redundant. I tried searching for this issue and it appears that this issue has been fought before but not recently and all of the fixes I tried didn't solve my issue.

This is an image of my CK2 launch screen. The issue is that in the mod and DLC sections there are no options available for selection, but I have the Legacy of Rome, CoA Pack 1, Mongol Graphics Pack, Ruler Designer, Songs of Albion, Songs of the Faith, Songs of the Holy Land, and Sword of Islam DLCs properly purchased and installed from Steam. All of these DLCs show up in the proper DLC folder in my SteamApps\common\Crusaderkings2 folder, it just seems that the launcher is not recognizing them for some reason.
The same is happening with the mod folder. I have CK2+ and its optional modules unpacked properly in the mod folder and they don't get recognized either.
I recently migrated from an older (Windows 7 64 bit) laptop to a new Windows 8 64 bit laptop. I never had issues running any Steam games or CK2 in specific on the old laptop, so I think it is some sort of issue with my computer change. I did several clean installs of CK2 and one of Steam itself. I read that this might be a permissions issue so I uninstalled Steam from Program Files and reinstalled in a new folder, C:\Games designed specifically for this with the same issue.
One thing that does seem suspicious to me is that I know that on my old laptop CK2 made a folder in My Documents. This is not happening on this computer. Perhaps THIS is my permission issue? If so, does anyone have any hints as to how to solve this?
I appreciate any help you can offer! I miss playing CK2+ Shattered World!
