My old computer crashed and now I have installed CK2 via steam on my new computer. When I start the CK2 launcher the DLCs aren't there. When I clink downloadable content on the steam launcher it lists all the available DLCs and on many on them it says - "you already own this" but there is no way of activating them. I have bought the DLCs via steam. Can I solve this without contacting Steam support?

You will find the DLC have downloaded, but you need to install some Windows modules for them to show up. Please try installing:

First: https://www.microsoft.com/en-us/download/details.aspx?id=5555

After that: http://www.microsoft.com/download/en/details.aspx?id=8328

Then: http://www.microsoft.com/en-us/download/details.aspx?id=35
(If that doesn't do anything then http://www.microsoft.com/en-us/download/details.aspx?id=8109 )

[c:\Program Files (x86)\Steam\SteamApps\common\Crusader Kings II\dx]

Then: visit the Windows Update site and allow it to apply all .NET updates/patches it wants to, for all .NET versions.

Figured out why this was happening for me, so if others have this too, have tried almost everything, and it doesn't work; try this:

Comodo will sandbox almost every .exe that you run. The issue here was that Comodo was sandboxing ck2game.exe, giving it limitations as to where it could go. When it pops up telling you that it's been sandboxed, just click 'don't isolate it again', and it'll fix the issue.

It also quarantines ck2.exe , so obviously they hate the game :) I suggest people either log calls with Comodo to force them to fix these issues, which have been there since CK2 was released nearly 2 years ago, or switch to a different firewall app.
