Price is not only thing behind that number, expected sales numbers are aswell.
If there should be a physical copy at least they should consider hiring some experienced graphics guys to patch up the graphics to basic 3d (HoI3 lvls) in a few months and charge 30€ instead for it. Otherwise I doubt the game would survive in the shelfs and few gameshops would want to take it in.
While the graphics is sufficient for everyone playing HoI2 currently 2d pixel graphics is NOT sufficient to make a good first impression to a generic buyer from the shelf wanting a "new game", nor 95% of the game stores looking to take in new games. Paradox have made this clear multiple times and this is why all their games are in 3d today.
I respect if you think all 3d graphic is shit, but the majority of gamers out there won't even touch a game without 3d graphic today. Sorry.

The game is aiming to tie in disappointed HoI3 people and HoI2 people looking for something extra. Those people are not easily swayed by just some shinies. Not to mention the fact that 3D an sich does not mean pretty graphics. To be frank if you think that any paradox game looks "decent", you need to play Bioshock2 or FO3 of Batman Arkham Asylum. Graphics in games like these will always be subpar.

I invite you to try to sell a flat worldmap today where the edges of the world are clearly visible as waterfalls and its held up by giant turtles. Perhaps you will find two customers in a distance jungle village that have been isolated for the last 400 years.
If you sell a boxed game in retail you automatically aim for everyone passing the shops and not a specific audience. If you want to ignore graphics entirely why not have the game based on msdos and be 100% text?
That would be a great idea for all off us that don't care about graphics (me included) right? I don't care about graphics but a clear majority of the strategy gamers out there do.
If you haven't played any grand strategy game and pick up a box of AoD next to a box of MH2 and start comparing the screenshots on the back, which one would you choose? They both promise roughly the same kind of game and features.
For Paradox to be able to afford a boxed version they need to sell it to more then a few HoI2 nostalgia people. For them to sell the game it needs to pass a basic test of looking decent in the competition of strategy games today (such as starcraft2 and MH2). HoI2 doesn't pass that test.

Hoi 2 graphics ARE clearly visible and distinguished. Any improvement is to appease the vastly growing 3d junkies who have forced gaming companies to spend most of their time creating 3d graphics that look shiny and new, than on making a decent game.
It is about intellect, its a war between the intelligent and the gawpers.
There are few bastions of decent game making left, one is paradox, who have been tainted by hoi 3, another is matrix games and shrapnel games holds its own too.
