A cultural decision that apparently all sunni nations can take.
It gives +3% cultural tradition per year, FOREVER. And +1% legitimacy on top of that.
It requires 3 magistrates and an artist advisor, which is quite easy to get by of course.
Only downside is +1% technology cost, not really significant imo.
Basically it means I can hire a 5-6 star advisor every 6 years without ever worrying about paintings, statues, prestige and whatnot. Compared to other cultural tradition generating stuff, it seems way out of balance.
I think something like 1% per year would be a more reasonable rate.
