In principle, you simply could have a continuous adjustment from one "minimum" to another (that is, there would be a "target" minimum and the "actual" minimum would be slowly crawling towards it), which would take care of your concerns, but I doubt Paradox will do it that way.

Indeed, but the excessive loss of officers in combat was not. Really a certain percentage of any losses should be represented as a loss in 'leadership'. And this shouldn't lead to an increase in the efficiency of anything; rather quite the opposite.
