Having a core of veterans and seasoned troops in a unit for training, such as depot training battalions, and later in the field, is very important to performance, experience gain, and survival of the fresh recruits. These are those 10% survivors who if fit for service have a disproportionate effect on the rebuilt unit's preparedness.

If unit experience is based on the arithmetic averages of individual officer and enlisted experience, then I guess Paradox for simplicity and even-handedness among countries is not representing the cadre factor in the game. They can argue that it evens out overall and should not be a distraction that would draw player micro-management attention.
