AI is always literally spammed by divisions. As I understand it, they deploy divisions as they reach the minimum training level, training them later or not training them at all. Because of this, Germany has 9-13 divisions in each province that can't be attacked.
At the same time, the player can't do this, because he needs to focus on other things - war, production, research and diplomacy. If you devote time to training divisions, you have to constantly be distracted. It would be possible to introduce laws that change the training time of the division, as in HOI3, where training levels could be assigned.

How can I show the people's militia in the game? For example, members of the Volkssturm received only very basic military training. Often Volkssturm members were only able to familiarize themselves with their weapons when in actual combat. In the game, divisions will still be trained to the last, unless I deploy them. Also the Narodnoe Opolcheniye was formed in 1941 during the war in USSR in significant numbers. The people's militia existed in Great Britain, Spain, in smaller numbers in Finland. But i can't find it in the game.

I am aware that there are continuous focuses that can reduce division training by 25%, and some countries have advisors that reduce time by 10%. In total, we get 35%, but it takes up one advisor slot that could be used for a defense/attack advisor during a war and the inability to take focus that can give us industry, xp or bonuses. We really need new laws.

If you want an unskilled militia then deploy the units as soon as they reach the minimum of 20% trained.

Or, as a number of countries have, make a separate division that is just 3 infantry with no support to represent minimum forces.

Since militia are so weak and had such a small effect on WW2 there isn't a ton of point in representing them. Some people have asked for light infantry vs normal infantry (light infantry get no mortars or support weapon bonuses) but there isn't much need for them so we've not heard anything from Paradox about the issue.

How can I show the people's militia in the game?

You really can't. The fundamental problem is the manpower raised from "scrapping the barrel" is treated in the game as normal manpower. It's not. These are the too young, too old, the physically limited being armed. Ideally, they should only be placed in Volkssturm battalions and all other units stop receiving manpower replacements, as well as not being able raise new ones. Note these are not militia units that we see in Kaiserreichs and other mods. Would be more like a Homeguard unit.

It would be possible to introduce laws that change the training time of the division, as in HOI3, where training levels could be assigned.
We really need new laws.

I don't see the need for additional laws, especially if it is just to introduce different training times. Training time adjustments are already in place.

Perhaps the point in the OP could be satisfied just by adding a "stop training at" setting in the recruitment display. Pick a unit type, add a number of divisions, pick their province, and slide back the training time to some lesser level of training if desired. The unit deploys when it hits the set training time (as it does now, except that the deploy time is always the maximum).

That is not a bad idea. It gives the player a choice of how much you want to train a specific batch of troops. If a slider is to retro, then give at least two button choices, Green or Trained, with Trained set as a default.

I see your point, but the main reason for the feature is to reduce micro-management on the player.

The player sets up a build que for his divisions, selects its training time, and forgets it, so he can manage the front. The current system, means trying to remember there are divisions in training that the player needs to keep checking back on, to see if they are deployable or not. The new feature would reduce all that clicking and checking.
