Looks like you initially drew the frontline as the one tile and then manually increased it to cover the rest of Korea, and the AI to spread the divisions out simply hadn't kicked in. Is that right?
There is a way around this, draw a fallback line instead of a frontline. The divisions will then cover the entire border.
Then when the war with Japan starts, delete the fallback line and draw a frontline. Although you won't get the planning bonus, you'll have the opportunity encircle Japanese divisions if your divisions cover the whole border.
@Longshanks51 After the fallback line is drawn for the general, draw a frontline and attack order with your field marshal on the same border. You should have no divisions assigned to the frontline, as they're all on the fallback line. But you get planning bonus anyway.
