In curent system we can have weird situation, that a pretendent rises in "farawayland". This is not only annoying, but for AI it may cause very serious consequences (player will usuually treat it as a mere nuissance, prioritizing dealing with rebels far better than AI).
My suggestion is dividing rebels into two group: regional (who want to do something with province/region) and national (who want a change in entire country, like pretender rebels). In overseas provinces the national rebel groups should never become primary, while on non-overseas it works as it works curently.
Regional rebels should include: Patriot, nationalist, heretic and 2 semi-new types: regional peasents and regional religious. The first one would give a -20% tax and production upon occupation of province for 10 years, and for 20 if they enforce demands (in all occupied provinces), the former would give -5% missionary strengh for same amount of time, and upon enforcement of demands they would give said modifier for 20 years in every their religion province on their continent.
National rebels include: revolutionary rebels, religious rebels wanting to change countries relligion, peasant rebels adding 25% local authonomy globally (like it works now), noble rebels, particularists, pretender, true-faith religious and reactionary.
Ths would stop an absurd situation when a noble from India would want to seize the throne of France, and even more absurd, that he succeds with occupying only provinces in his home region.

I've noticed this absurd situation as well. Sounds like a good solution to these situations.
