If I use a specialized industry, such as farming, do I need to also make a commercial district that specializes in farming? If I don't, all the goods will be exported and the commercial will import raw materials?
Not sure how this works.

Edit: also, do all commercial buildings "use" all forms of available materials? So if I have a farm industry and they need ore, do they buy the farming stuff from me and import the ore, even if I do not have a district policy covering the commercial area?

In short the story is this.

your specialized industries either produce raw resources, or convert the raw resources into processed resources (when no raw resource is available, for instance when you run out of ore or oil).
Processed resources get converted to products in your generic industry. The products are distributed to the commercial sector.

I think there's a sort of resource tree floating around the web, let me see if I can look that up.

The specialization AFAIK is only applied to the industry in the district ... any commercial buildings in this district will be no different from commercial buildings outside of the district
