Bought this a few days ago and enjoying yet but having trouble with districts. I laid a graph out, painted the district and when I hit A almost every category was available and I chose tourism. I then laid out high density industry and nothing is happening..How long does it take to start?

Depends on the demand for commercial. If there is no commercial demand or access to the zone is poor then it will not grow. If commercial is demanded and access is good then it should grow well.

Setting a policy to a district does not guarantee that it will build. The demand must be there.
