[Distant Stars Spoilers] Is there any way to get a very specific pop to actually grow?

So I got my brain slug event for the first time recently and I LOVE it but it seems nearly impossible for them to receive any population growth what so ever. The game consistently chooses other pops to grow instead, to the point where even if I colonize an empty planet with brain slugged humans, all subsequent human pops will be non-brain slugged, regardless of my efforts to prevent it.

Gene mod all the humans to have brain slugs. Cant grow anyone else if there's no one else to grow
