Ever since EU4 was released there have been many complaints or whatever about the overseas penalty.
Mainly just the arbitrary mechanic for 150 distance from capital and same continent.

Is it possible to rework the distant overseas to be calculated from the capital all the time? and then have this distance be increased based on tech level?
There could be many modifiers to affect this as well. Such as a land connection, land separated by inland sea, land separated by ocean, etc...
Goverment rank of Empire could give a slight increase.
And obviously Admin tech would increase it by varying amounts.

Just a suggestion. Perhaps it would take to long to program to be worth the amount it would affect gameplay or it would lag the game - but that is not for me to decide.

I don't really know if it is related, but in my current gameplay with Aragon I just conquered Bizerte in North Africa from Tunis. And suddenly BAM! 75% autonomy with no possibility to change it...

This province has the same autonomy as a colony in the Spice Islands...

Some say it is for "balance" purposes, in order that Spain and Portugal do not steamroll North Africa. But there are berber traditions of +100% coring costs that you can also add to your Aristocratic Ideas. Basically having +200% increased core-creation cost.

It's a bit retarded that I, as Aragon, France, Castille, Portugal, get an instant 75% penalty from to tax and production income, not to mention manpower and trade... It makes North Africa one of the most broken regions to conquer as an European... One thing is to conquer something that is half-an-world away, another is to conquer a province that is closer to your capital than Paris and still get a 75% penalty...

(PS: I do not own the latest expansion yet, so this may be outdated)

Not only do you not own the latest expansion, you apparently haven't paid any attention to the latest free patch. All HCC modifiers were halved in 1.12 (which doesn't go far enough, IMO; they should have been set on fire entirely).

There shouldn't be that modifier. Autonomy should be calculated by distance to your capital. As an Iberian nation, you can have Ceuta at 0% autonomy, but if you conquer south to Sus, Sus will have 75% autonomy. No logic at all.
Autonomy should be given, p.e., 5% for each 50 distance. That way you don't have the same autonomy regardless the province is just next door or the other side of the world, and you won't have a 0% autonomy province neighboring a 75% autonomy province.
