It's currently very easy to dispatch armies to far-flung corners of the world at no more cost than having them sit at home, and continue to replenish themselves magically as long as you still have manpower. Frankly, that's hard to do even today - the US spent astronomical sums in Iraq to deploy armies not much bigger than late-game armies in EU4. Some suggestions on how to rectify this:
1) Army maintenance should scale geometrically with distance, either from your capital, or from the nearest core province of sufficient size (development). Perhaps one way to calculate this would be to have every army trace back to the closest cluster of provinces, and have X amount of base-tax support X regiments, and have maintenance be paid proportional to how far they have to trace to reach their supporting province (this shouldn't be the case for mercenaries - who may not be based in your homeland anyhow - which would make them more useful). You have to pay your soldiers more to actually campaign far from home!
1a) To make conquistadors more useful, one of their functions could be to reduce the amount of army maintenance for these distant armies, up to some limit (say 5-10 regiments).
2) Army reinforcement should only be possible in your own provinces, or occupied (or allied), non-looted provinces that are not isolated from your capital (i.e. not cut off by other armies in between or blockades), and even then only up to the manpower of the closest cluster of provinces, scaled to distance. If the French lose 20k men in India, they're not going to be able to replace their losses (though they should be able to recruit local mercenaries). Likewise, if they lose 20k men in Quebec, they might make up some of those losses from local settlers, but not very quickly.
