So, any special reason as to why i'm getting -13 malus here? Calais is a core province. Do i have to place my capital at Calais to be able to diplo-vassalize GB?
Move capital to Calias did nothing. I find this hilarious in a non-funny that i get -13 malus because of the water but if you play England you do not have any problems in making entire island HRE land if you are elected emeperor.
If you have, then that's the bug, not this. There is a distance modifier for going across any water, only direct land to land borders between your target and you or one of your subjects give 0 modifier. So you probably already had Denmark/Norway as a vassal, while they still owned Orkney.I've diplovassilized GB in that exact situation with no distance malus. It seems to me, in my own possibly biased experience, that the vassalization equation is a bit buggy. Sometimes you get distance between borders, sometimes not. By far the worst offense is the military power modifier.
I've had 300K to GB 60K and had like -8 military power. After a few months it will seemingly randomly change to +20 without any meaningful change in troop numbers. This is probably related to a known bug with the military power calculation.
It's not unreasonable to assume "distance between borders" may be bugged as well.
if saveing and reloading won't help i would suggest you to attempt selling GB a province next to you, wait till they core it and then vassalize.

I have the same experience with offering alliances etc. From what I have noticed the distance between borders modifier sometimes disappears while the target nation is at war, but that won't be helpful for diploannexing. I used this exact tactic to ally GB and France as the Aztecs, yes you read correctly. It got something like -100 for each respectively but during war it went away, I got relations up and they accepted. Even got a RM with a noble republic GB lol.

I remember in a previous Ryukyu game, where my capital was in Central America, that the penalty was there, then gone, then there again with France.
It might have been coincidence, but their attitude was friendly when the penalty was absent, and it was not when the penalty was there; I just assumed that was the explanation.
Do you remember how France and GB's attitude towards you evolved during that time?
The only known bug with "distance between borders" is that it doesn't update the overseas status of a border without reloading, but that's only relevant for royal marriages.
