edit: I would say it's looking at the distance across the Strait of Gibraltar there. If it was using Rio de Oro, it should be 0. In 1444, the distance is 12/2, but after I sold Ceuta to Morocco as Portugal and annexed Granada as Castile, the distance is 9/1.

No, it's definitely not using Rio de Oro, hence the distance as you say. Therefore it's not using a Spain province. So the only close by province must be my own colony, Arguin. Remember, I'm Great Britain, and Spain are my PU.

Here's a clearer view, in Diplomatic Mapmode. I have vassals and PUs all over. But if it was using PUs it should be 0, based on Spain's Rio de Oro neighbouring (and also Portugal's Ceuta, neighbouring.) So it can't be using those. So it must be using Arguin, my core, I'm pretty sure.

Hence - it doesn't use vassals/PUs, it does use cores, and capital doesn't matter. Agree?

EDIT: No, you're right.. I just cancelled the PUs with Spain and Portugal, and the distance calculation jumped from 1 to 13. Then I removed cores on Arguin and Trarza, and it didn't change again. Hence it's calculating from mainland Europe, same as Americas.

Nope, it uses vassals/PU's, just not their overseas provinces, much like it doesn't use your overseas provinces. The distance from Morocco to Arguin is much bigger (56/11 to be exact).

But hang on, we do know that it doesn't use overseas vassals. Like it didn't count Creek when they were vassalised.

So it counts vassals/PUs, but only when they have non-overseas provinces on your home continent? i.e. for England, any European vassal will extend the range, but an African/New World vassal will not? But only the non-overseas provinces of those vassals count?

To give an example- towards Brazil, it would calculate the distance not to England, but to Portugal mainland, that being the closest European territory I have that's either mine or my vassals, but is not overseas for myself or my vassal?

Also how are you working out the exact distance, do you know the per-province formula? Or is that from test data?

Another small test.

I started a game as the Mamluks, has 0 RM distance modifier to my neighbours Dulkadir and Ramazan. Then I sold two provinces to Hedjaz so all my Asian provinces became overseas and I still had 0 RM distance modifier. This did change to -14 and -12 after reloading though.

Then, after I vassalized Dulkadir, I still had -12 with Ramazan, even after reloading.

I went back to 1444, vassalized Dulkadir and sold them Aleppo to break my direct border with Ramazan. After reloading, it was still 0, so it does count continuous borders from your capital through a vassal.
To complete this, I also released Syria to see if it would go through two consecutive vassals. But it didn't, this put the RM distance to 5 :(

So now I'm pretty sure I know exactly how it works:
If both countries have capitals on the same continent, all your/your subjects' land counts for both distance modifiers.
For overseas countries, your overseas territory does count for the Vassalization distance modifier, but not for the RM distance modifier.
Subject territory that would be overseas for you if it was yours, works the same way.
If you gain a vassal or the overseas-state of relevant provinces changes a reload is needed to refresh the modifier.

The last one there is obviously a bug, but I'm also not sure if the rest is entirely intended, it seems kind of random to make royal marriages artificially hard.

Don't think I ever linked in the Bug Thread, re: a save/reload is required to update Distance Between Borders modifiers in the following two cases:
  • Changes in subject nations - adding or losing a vassal, on either side of the calculation (your subject nations, or the subject nations of the target for DipVassalisation/RM.)
  • Changes in Overseas status of the target nation - e.g. selling provinces such as to disconnect your land from Asia, thus making Asia overseas.
