edit: I would say it's looking at the distance across the Strait of Gibraltar there. If it was using Rio de Oro, it should be 0. In 1444, the distance is 12/2, but after I sold Ceuta to Morocco as Portugal and annexed Granada as Castile, the distance is 9/1.
No, it's definitely not using Rio de Oro, hence the distance as you say. Therefore it's not using a Spain province. So the only close by province must be my own colony, Arguin. Remember, I'm Great Britain, and Spain are my PU.
Here's a clearer view, in Diplomatic Mapmode. I have vassals and PUs all over. But if it was using PUs it should be 0, based on Spain's Rio de Oro neighbouring (and also Portugal's Ceuta, neighbouring.) So it can't be using those. So it must be using Arguin, my core, I'm pretty sure.
Hence - it doesn't use vassals/PUs, it does use cores, and capital doesn't matter. Agree?
EDIT: No, you're right.. I just cancelled the PUs with Spain and Portugal, and the distance calculation jumped from 1 to 13. Then I removed cores on Arguin and Trarza, and it didn't change again. Hence it's calculating from mainland Europe, same as Americas.
