This happens to me when i play with any country. A year into the game the dissent starts to rise very quickly. My people are getting their needs and even if i give them more the dissent still goes up.

Are you producing supplies? If your supply stockpile reaches zero and you don't produce any you will get dissent (IIRC 0.5% per day).
The problem of dissent is just part of the game. It increases when wars r declared or u r out of supplies or consumer goods etc or certain events.
One way to decrease dissent is to allocate more than required ICs to consumer goods production. Afterwhich they will decrease slowly.
