checked that again, still the same in 1.03 and soviets.
also tried starting as germany, then saving and going in as soviets thenby loading the savegame, also +.20 starting penalty.
This really hurts ussr a lot in 1936, as there is not much left of their ics then.

I noticed because i wrote some xtra technology that i can give anti-axis countries like ussr to stand a chance against a human german player. But i did check back with my unmodified version of hoi, so im sure it IS a bug, bug must be hardcoded, as i couldn't find an adjustment for that.

Well duh :D The Soviet slider needs to be set correctly at start of the scenario :D That's prolly the reason of the dissent increase. Just make sure the Consumer Good number is NOT red ;)

You do not understand what i mean:
When i start the scenario as germany and stop it at 0:00 on 1st jan there is a 0.00 dissent growth.
If i do that as soviets i have 0.20 at 1st jan, just as if i had tampered with the cons goods for a long time in the deep reds.
But i have not.
If i start as russia i have 0.20 on jan.1st, then at 1:00 i adjust immediately to max. cons.goods, and it starts changing to a growth of 0.19 0.18 and so on, but painfully slow!
My dissent will shoot up ALTHOUGH i produce as much goods as i can...

Do you remember to leave the slider adjustment screen? If you don't switch to a different screen the adjustment doesn't take effect.

When I was testing this I forgot to do that and wondered why I was still getting 0.2 dissent on Jan2, but as soon as I went to the tech screen and back, then dissent went to zero.
