I'm playing as Germany and I'm getting hit with something like 17% dissent every year for no identifiable reason. What is this?

If you move your sliders more than once a year you will take dissent. The first time you move the slider you take no dissent. Then it's like 17 minus (number of days / 365) until it goes down to zero penalty again. Basically for no penalty you can only do it once every year. Then game isn't incredibly clear about this (there's a tooltip over the sliders but it's easy to overlook) and if you just casually move the slider as often as possible you're going to take crazy dissent
