Try to have at least a -0.02 dissent per day if your dissent is high. If you have enough IC and if the war is not before a long time, do much more. You are right to lower you dissent is a priority !!!

Sometimes you can not put everything on dissent reduction. Example CHI, starts with 15% dissent. It's almost impossible to put anything on reduction, because you need to build units (otherwise you loose).

There are some events that give you some negative dissent, so decreasing it by production is a waste in this case.

Sometimes you can not put everything on dissent reduction. Example CHI, starts with 15% dissent. It's almost impossible to put anything on reduction, because you need to build units (otherwise you loose).

If you have supplies reserve, you could minimize supply production

I personally don't like to game the event system like that; it seems to be common in MP games, which is understandable, but single player is easy enough.
