I'm currently engaged in a game as the Germans (1.03) and so far have two big problems I didn't use to have in 1.01. I figured this was the place to ask how to deal with them.

Firstly Dissent. Dissent seems to go up no matter what I do. I'm giving my people a surplus of 100 food, yet it's still at 14% and going up (the little popup thingy says dissent should be going down by .05% per day!). How do you get it down other than with food, and how do you keep it down?

Secondly allies. Now I never quite understood how allies work. What makes for instance Italy and Japan agree to an alliance? Is it just a random diceroll every time I offer them an alliance? I mean they're already full facist states so I can't influence them much further. So far they're denying every offer I send them.

I would appreciate some help on these two matters :)

Are you sure your dissent level didn't rise because of some events? I've never had a problem with dissent doing inexplicable things so I bet there's an oversight somewhere in your game. :D

1) The more consumer goods, the quicker dissent goes down. I generally like to spend double the minimum to get dissent down in a reasonable amount of time.

Declaring war will raise your dissent, as will spending less then the minimum amount...

2) Whether countries will join your alliance is decided by several factors in order of importance:

a) How close they are to your alignment axis (democracy/fascism/communism)
b) Your stored DI points (try to have at least 120)
c) Your military strength
d) Your foreign minister - they have slightly different abilities.

Also I believe that the number of nations already in the alliance effects your chances, and that includes puppets.
