Display Water/Power Consumption for districts/buildings/zones

For "Water Usage" and "Power Usage" Policies, currently there is no way to gauge how much water or power a given area is consuming, aside from the Specialized Industry Zones mentioning "increased water or power usage". I also read somewhere that highly educated citizens consume less Power & Water, but the game does not seem to explain this well, for example does that only apply to their homes? At any rate, for the rest of your city, there is no way to tell if a district is using a lot of water and would benefit from the "Water Usage" policy.

My suggestion is that when viewing a district, on the info panel next to where it lists the district's average land value, it also lists the Total or Average Water & Power consumed. That way you could gauge whether it would be appropriate to enact the various conservation Policies. Alternatively, have each building's info window list how much Water & Power it is using.

Otherwise, how are you supposed to know which districts to apply "Water Usage" & "Power Usage" Policies?
