I'll start with terms I'm familiar with : CF (C. factory), WF (war factory), SY (shipyard/dockyard), and BOZO (the generic enemy) .
A country starts with N* CFs, N* WFs, and maybe N* SYs, and you build up your economic muscles as you go .
I'd like to think that most folk spend '36 building CFs and maybe a WF or 3; while investing heavily into Tool-Time [Construction, Tools, and then decide concentrated or Disperced Industry; ASAP] . The Extraction and Synthetics lines can be done when the 3 majors of that year are done, and fit into your research slots .
So you have a bunch of States/Provinces with a number of slots to fill, and also have infrastructure to deal with, which helps speed up factories in building . Some countries have NFs to boost infrastructure, others grant CFs, WFs, and Russia has an EVACUATE 3 cities NF to keep in the wars .
By the time you have 3 working CF LINES (15 CFs/project) , you can begin to spread out into WFs , SYs, and non-factory productions (infrastructure, forts, etc.) as needed .
So by mid-'38 your backlogs for starting troops are erased, and basic production lines are put into place so that manpower meets equipment in division sized chunks .
As your CF numbers grow, WFs and SYs cannot be far behind; to add to older basic, CHEAP stuff, or to start on new projects : a plane [fighters first, then a bomber], tank, or a ship .
Given the 1.3.3(+) infrastructure patch, I'll toss an infra-build or 2 to the next state I want to drop factories in, as I fill up (3/4 slots) the high infra- states .
Usually Concentrated is my choice, but HOW CLOSE IS BOZO ?, killing units, to damage factories, and even taking the ground where the factories are .
In my Soviet game, I stayed with the ElCheapo Arms & Tractor Factory Co. until I had 10 CF lines, before I got into tanks; aircraft I rushed, and was in Berlin by mid '43 .
