Just a question, I'm currently playing as The Palatinate, about to form Westphalia, I want to form Germany after that if all goes well, but I don't want to form the HRE, I'm already Emperor without actually wanting it (though the bonuses are so good I don't intend on giving up the title soon), is there a way to dissolve the HRE as the Emperor? If not, if I gave up the title would I be able to do so while inside it, or do I have to leave the HRE first?
My current plan is to pass all the reforms up until the last one and then diploannex the Electors without appointing new ones and see what happens.
