So there are these new Imperial incidents to add flavour and some new events to the HRE. BUT if you dismantle the HRE, it is the same boring, here is Prestige you don't need, and no more empire. That is it.
I think that getting rid of the Empire should trigger event chains, of tiny princes, free cities and bishopric seeking protection, of nearby states encroaching on the former empire, and attempts at reestablishing a successor of sorts (ala The Confederation of the Rhine and German Confederation). Dismantling should be a major power vacuum. And have internal impacts, to represent the minor players of the HRE that are not represented on the map, such as small statelets, Imperial Knights, Free Cities and ecclesiastical territories being seized by the states that are represented on the map.
And at least have some flavour text about the historical fall of the HRE.
Additionally, dismantling the Empire is somewhat of an annoyance. Sometimes it is easy because alliance chains sync up, and sometimes it is very hard. Not because of the actual warring, but just trying to get everybody involved. I think that powers that have really bad relations with the Emperor, should get access to a special war against the HRE. Doing so would call in the Emperor, his allies, any electors that you don't have very good relations with (and don't care too much about the Empire themselves) and could call in free cities and Bishoprics that have decent relations with the Emperor. Making it a real war against the Empire, not just jumping on the Emperor when he is down and out.
