There should be an option during peace negotiations- Regarding dismantling any enemy fort in some certain province.A nation can demand other nation while on peace for dismantling a particular fort for a relation hit.if the country agree then you get power projection n that country loose PP. Or else get an insult CB.Or you can force some country while signing peace treaty to destroy their certain fort near your border.That should be very interesting As it frequently happened in History.
