I delete everything, I mean EVERYTHING from my computer saying 'ck2' in it, i'm trying over and over and nothing works, a few minutes after the beginning installation process it says 'download has been paused' I open it and it says 'DISK WRITE ERROR' this is very ♥♥♥♥ing frustrating because I have been searching for several days now trying to fix this, and keep finding nothing, please help.

This will be a Steam or PC problem, not a game problem per se.
Do your uninstall and delete again (making sure there's nothing left in either the Steam/CK2 or documents/ck2 folders), but this time also delete everything from the Steam folder EXCEPT steam.exe and the /steamapps/ folder. Then run steam.exe manually and let it rebuild the Steam folder. Before you try installing CK2 again, set the Steam download location to somewhere very different from the current location, so you get the files from a different Steam server. Then try installing the game again.
