Daniel, first I will explain to you the reason the rule you're referring to was created in the first place. Before the beta patch we're talking about, there was nothing preventing somebody from annexing a vassal, even if the overlord tried his best to defend it. All you had to do was DOW and annex, so we created a "fake" way to prevent this by establishing the rule, "no peacing vassals until you've been at war with them for at least a year". See the connection, we did this to give overlords a chance to defend vassals.
However, in a beta that came out after this rule was formed, the mechanics were changed so that if an overlord was at war with the one aggressing against the vassal of the overlord, the vassal would never peace the attacker. Thus, a rule preventing the attacker from peacing the vassal for a year became unnecessary, because the overlord simply needs to DOW the attacker to prevent him from peacing his vassal. Defending a vassal is even easier than it was under the rule we had, because after a year the vassal still won't peace the attacker.
Note: You seem to be under the impression I'm referring to the latest beta patch. The one I'm talking about is I think the feb patch, or the one before it, one of which contained the feature of vassals not accepting peace if the overlord is at war.
