HOLLAND SHAPING THE COLONIES AND REAFIRMING THE POLICY OF NEUTRALITY
A few deals have been agreed between Dutch and other world powers, each by itself really minor, but all togeather clearly indicating where Dutch interests are, what Dutch spheres of interest are and what kind of policy is to be expected from Holland in the near future.
VOC - ENGLAND COLONIAL DEAL AND SPHERES OF INTEREST
Indonesia and Pacific area except the existing English colonies there are Dutch sphere of interest, while India and South Africa are English sphere of interest. According to that, VOC colonies of Inhambane and Niassa in South Africa are to be given to England, while England will in return give colonies of Columbia (Pacific coast of North America) and Towoomba (Australia) to VOC.
HOLLAND - SPAIN DEAL
While still remaining on good terms with Spain, the time has come Holland to declare the total independence, backing up in this way her policy of neutrality in possible conflicts between major world powers.
Holland is paying the end of vassalisation with two gold mines, Saltillo and Azuay, that are to be ceded to Spain.
HOLLAND - FRANCE DEAL
If issue of Holland beeing a Spanish vassal has been a thorn in eyes of France and raised a number of times, so was French military access to Holland (and Scotland) for England. Although constantly pointing out that the military access... err... well, let's say
asked suddenly by France duting the first VOC war against Portugal was for exploration purposses only, not as a base for any military opperations, it was nevertheless a source of possible problems for Dutch policy of neutrality.
Finally it is settled. Holland will give France the colony of Guinea in the middle of French West Africa, and in return France will no longer have military access to Holland. It was further agrees that any possible disputes between France and Holland are to be discussed at least 6 months before possible DOW.
With those three agreements Holland has established her colonial spheres of interest and clearly defined her policy of neutrality in Europe. The only question still remaining unanswered is Indonesia. The final ansver on our offer is still expected from Portugal.
