If there is no cap-penalty, for what is the 24-Division Cap?
The generals bonuses diminish if you are above 24 divisions (72 for garrisons).

You don't get an increasing penalty for stacking divisions in one army. You just don't get the general bonuses.

The difference between having 300 divisions in an army and 3000 are the same afaik. I don't remember how many divisions it takes before the bonus reaches 0 but it goes down pretty quickly.

There is no hard cap tho and you can just add divisions

Why can't this stupid AI not just stay in place!

For a few month everything was fine - and then without any reason they leave critical ports to move in save regions!!!

This makes me mad!
Its impossible to guess what your issue is without taking a look. Normally the divisions go to their designated post and stay there until they either get pushed back, an enemy enters their zone or the amount of troops isn't enough to guard all the designated tiles. Maybe you could post some screenshots?

maybe you could explain what amount of troops for the AI are "enough" to guard a port?

The only thing I can imagine is, that I upgraded a INF-Division on Port-Guard-Duty from w20 to w40, as from my perspective this port needs more defense.

This upgrade seems to start a chain-reaction, as the AI wants to transfer this stronger Division to a more important port (from AI point of view), and then more and more Divisions played "Journey to Jerusalem" (or whatever this Children's game is called in english)!

Would it be possible just to add a "stay where you are"-option?
I can't tell since I cannot peer into your game to see how the AI allocated your troops.

You can click ctrl-h to unassign your division to make it stay in place. It might reduce your generals capability to 24 divisions again though. i don't remember at the top of my head.

What I will say is that using a 20w or a 40w for garrisons duty is quite high. Normally 10w with shovels are more than enough. Especially since if you are guarding your entire coastline you have no shortage of reinforcement if every province has a division. Not a part of your problem but I thought I might mention it.

I can take a look at the problem if time permits, I am currently on vacation. That is no promise if/when it will be addressed though
