Note: this post is on FIAT/ANSALDO and their demage to italian war
(The carro Sahariano)It was designed in response to the British Cruiser Mk lll and Crusader Mk VI tanks, was designed to operate specifically in the desert environment and was almost a copy of the tanks mentioned above.
Only one prototype was produced which was lost immediately after the armistice.
The vehicle was armed with a 47 mm 47/40 Mod. 38 cannon and two 8 mm machine guns, XXXX the vehicle never went into production because at the same time the famous P26 / 40 was in the studio and also because it was FIAT that Ansaldo did not want to spend money to adapt the factories to the construction of a new tank, preferring to build the M series (M13, M14, M15)
Often the Saharan is also called M16 / 43
Italy cannot develop new tank because are idiot? No, because the owner of industry prefer produces obsolete (but well payed tank) instead change production... the OPEL etc cannot do this error and they can out very well tank

With a 47 mm main gun, at that time, the tank was already obsolete before even being built.

Why bother retooling from one obsolete design to another.

Italy lacked a great deal of many things. One of them a coherent strategy. When they invaded Egypt they had no clear plan, "go here and perhaps gp there, and get a sweet peacedeal" without utilizing their established rapid battle doctrine.

Their obsolete tanks was just a symptom of a greater issue.

The post is more about motivation ... obviously by that time it was already out of date. But the problem is in bold, subtitled ... Regarding the rest, Balbo was more modern (he was fond of the blitzkrieg and wanted to imitate it, his successor was too "shy", so much so that he had to be threatened to be sent to court martial for get it attached, after 4 months of inactivity!). But the fact that FIAT / Ansaldo did not want to modify the industries (making the L3 / CV33 produced until 42/43) because it was "too expensive" is a serious problem that no other of the warring nations has had.

I suggest you to write that you are referring to the Carro Sahariano, otherwise it's difficult to understand the subject of the post :D

There's nothing new here. Italian tank production was literally "taken hostage" by Fiat-Ansaldo. Somehow they had managed to establish a monopoly in early 30s, ousting other companies, then they continued to produce obsolete tanks even during the war, avoiding investing in production methods and model designs with threats of mass layoffs, the few times when the submissive political and military authorities requested better tanks. This should speak volumes about the extent to which the fascist regime was able to mobilize the productive resources necessary for a total war.

Exactly, and even if they had clear ideas on what to do they would not have had the means to realize them.

Sounds like a thing that a revised national focus tree should address, when Italy is reworked ? Break the monopoly and deal with the consequences, or keep Fiat-Ansaldo in the monopoly position.
